The Stop Campus Hazing Act Passes Congress, Moves to President Biden’s Desk

The Fraternity and Sorority Political Action Committee (FSPAC) proudly joins the North American Interfraternity Conference (NIC), the National Panhellenic Conference (NPC), and other advocacy organizations in celebrating a historic victory: the passage of the Stop Campus Hazing Act (S. 2901, H.R. 5646) by the 118th Congress. This landmark legislation now awaits President Joe Biden’s signature to become law.

This milestone marks nearly a decade of dedication to ensuring safer campuses for all students.

The Stop Campus Hazing Act introduces critical measures to increase transparency and accountability around hazing incidents, helping to foster safer and healthier environments for students nationwide. The bill’s passage was made possible through bipartisan support and tireless advocacy. The Fraternal Government Relations Coalition, which includes NIC and NPC, extends heartfelt thanks to the House Committee on Education and the Workforce, the bill’s sponsors—Rep. Jeff Duncan, Rep. Lucy McBath, Sen. Bill Cassidy, and Sen. Amy Klobuchar—and the Anti-Hazing Coalition comprised of parents who turned their tragedies into powerful advocacy for change.

After tonight’s legislative win, FSPAC President Mike Greenberg said:

The passage of the Stop Campus Hazing Act represents a tremendous victory for student safety and transparency. This was one of our three priorities, and we are proud to see it heading to President Biden’s desk. Now, we continue to stress the other vitally important issues facing our constituents, including protecting students’ rights to freedom of association and advocating for fair and equitable policies that support fraternity and sorority life. Our work is far from done, and we remain committed to advancing the causes that impact the interfraternal community.

While this legislative victory is significant, the fight against hazing is far from over. The NIC, NPC, and their member organizations remain steadfast in their mission to provide positive, hazing-free membership experiences. This soon-to-be law is a pivotal step toward eradicating hazing across all student organizations, but ongoing education, enforcement, and cultural change are essential.

NPC CEO Dani Weatherford highlighted the collaborative efforts of collegiate and alumnae members who have long championed anti-hazing efforts:

We extend our gratitude to Sen. Amy Klobuchar, Sen. Bill Cassidy, Rep. Lucy McBath, and Rep. Jeff Duncan, and their staffs, for their leadership in championing this bipartisan legislation. For several years, our members have advocated for this bill on Capitol Hill and similar bills in state capitols across the nation. Today’s passage is a monumental step forward in protecting college students and eliminating hazing from college campuses.

NIC President and CEO Judson Horras expressed optimism about the bill’s potential impact:

The Stop Campus Hazing Act will bring transparency to make a lasting cultural change in student organizations and on university campuses. Our member fraternities firmly believe that hazing has no place in the fraternity experience, and every student has the right to learn and thrive in a safe and healthy campus environment.
